As Vocational Rehabilitation Counselors, Bock Consulting is asked by self-insured employers to work with employees who have been injured on the job, and provide them with vocational rehabilitation-related services. These services can include employability assessments, job analyses, earning capacity evaluations, vocational rehabilitation retraining plan development and monitoring of a worker's progress through a vocational rehabilitation retraining plan.
In our role as Vocational Rehabilitation Counselors, employers, insurance administrators, or other third parties pay for our services. We are responsible to the employers/insurance administrators/third parties to provide unbiased assessments and recommendations regarding what kinds of work and/or retraining programs are appropriate for each worker to assist the worker back to gainful employment. We regularly communicate with and provide reports to the employers/ insurance administrators/other third parties regarding the status of each worker. We will provide you with reports as well, upon request.
We have an obligation to the workers with whom we work, and strive to respect the needs and wishes of each worker. We must operate within the limits of what employers and the Department of Labor & Industries are required to provide injured workers under the Industrial Insurance Law. These requirements are further detailed in Washington Administrative Code 296-19Aand Revised Code of Washington 51.32.095 Industrial Insurance.

Our relationship with workers is of a professional nature (not a personal one). We provide services in a professional and ethical manner, and as such, it is not possible to guarantee any specific results or outcomes.
We keep all information obtained through discussions with workers strictly confidential, with the following exceptions: (a) information which may affect the employability status of the worker according to the State of Washington's Industrial Insurance Law, (b) the worker directs us to share the information with someone else, (c) the worker is in imminent danger to themselves or others, (d) there is concern with regard to an abused child or elder, or (e) we are ordered by a court to disclose the information.

Craig is a Board Certified Vocational Expert, Nationally Certified Rehabilitation Counselor and Certified Ergonomic Assessment Specialist who has earned a Master of Arts Degree in Vocational Rehabilitation Counseling and an undergraduate degree in English from the University of Washington. Craig began his professional career as a Vocational Rehabilitation Counselor in 1997 and formed Bock Consulting in September 2003.
Craig is a two time President of the International Association of Rehabilitation Professionals (IARP - Washington State Chapter) and is a registered vocational rehabilitation counselor with the State of Washington.
Given his breadth of assessments conducted Statewide, Craig is knowledgeable of the return to work opportunities and labor market specifics throughout Washington State. Craig oversees the operation of Bock Consulting's two offices in Kirkland and Tri-Cities.

Brice is a Certified Disability Management Specialist with extensive expertise in vocational rehabilitation counseling. In addition to handling claim-related responsibilities, Brice plays a key role in managing and operating Bock Consulting, where he also oversees quality assurance. He holds a Bachelor of Arts in Business Administration with a concentration in Finance from the University of Washington. Before transitioning to vocational rehabilitation, Brice worked as a Financial Analyst at a forensic accounting firm, where he specialized in financial, economic, and operational analyses to support damage calculations in litigation and commercial disputes.

Victoria is a Certified Rehabilitation Counselor with over 25 years of experience in vocational rehabilitation. She began her career after earning a double major in Psychology and Sociology from Pacific Lutheran University in 1997, and furthered her expertise with a Master of Social Work (MSW) from the University of Washington in 2001. Victoria’s extensive experience encompasses all facets of vocational rehabilitation services, including comprehensive case management. She has also provided expert and legal testimony for cases across Washington State and beyond. Dedicated to her field, Victoria actively participates in the vocational rehabilitation community and stays current with evolving policies and trends.
Certified Rehabilitation Counselor
Donna is a Certified Rehabilitation Counselor with over three decades of experience in vocational rehabilitation. She earned her Master of Social Work (MSW) from the University of Washington. Donna has developed a deep understanding of the vocational rehabilitation process through her extensive work on Washington State industrial injury claims, handling every phase of the process. Her expertise includes implementing job modifications and performing ergonomic evaluations. Donna is also skilled in assisting employers with the creation of light-duty return-to-work programs that benefit both employees and employers. Prior to joining Bock Consulting, Donna worked in a chronic pain management program, where she gained significant experience supporting individuals with chronic pain. Additionally, Donna has volunteered as a Group Leader, conducting therapy sessions for individuals with Post-Traumatic Stress Disorder.

Jerry has 35+ years of experience in vocational rehabilitation counseling. During this time, he has acquired a unique combination of experience in the private sector and at the Department of Labor and Industries. While working in the private sector for more than 25 years, Jerry has worked in all phases of vocational rehabilitation counseling, including testifying as an expert witness in a variety of cases related to industrial injury and personal injury claims. During his 8 years with the Department, Jerry worked in nearly every vocational rehabilitation-related position, including return to work programs, State Fund Vocational Services Specialist (“VSS”), and Vocational Dispute Resolution Office (“VDRO”) Dispute Reviewer. His final position with the Department was as the VSS in the Self Insurance section. Jerry’s current focus is on case movement and complex problem resolution.

Rachel is a Certified Disability Management Specialist, and completed the training necessary to become a CASAS testing Administrator. Rachel has a broad range of vocational rehabilitation skills based on her work related to Washington State industrial injury claims. Her experience includes creating job analyses, preparing vocational assessments, conducting labor market research, and developing retraining programs. Rachel earned her Bachelor of Arts at Evergreen State College, and her prior work experience includes serving in the U.S. Army as a Combat Medic, operating a small business as a Licensed Massage Practitioner, managing a massage therapy clinic as the Clinical Supervisor, and managing an apartment complex as the Property Manager.

With over four decades of experience, Daniel is a seasoned Certified Rehabilitation Counselor and Certified Disability Management Specialist. He holds a Master of Arts in Rehabilitation Counseling and has a comprehensive background in medical, vocational, and legal aspects of vocational rehabilitation. His expertise spans vocational evaluations, educational and cognitive testing, job analysis development, and job placement services. Daniel is also adept at working with employers related to the employment of workers with vocational disabilities. Currently, he leverages his significant knowledge of vocational rehabilitation to assess workers' ability to return to work, focusing on their functional capacities and transferable skills within relevant labor markets.

As part of the vocational rehabilitation process, Haley has gained experience performing transferable skills analyses, analyzing workers' employability, conducting labor market surveys, and preparing reports. Prior to joining Bock Consulting, Haley worked as an Assistant Director at a private school, with responsibilities related to school operations, and working with students and parents.

Jon has over 35 years of direct care and case management nursing experience. He has worked as a Nurse Case Manager with injured workers since 2010 and is certified as a Washington Workers' Compensation Professional ("WWCP"). Jon has a strong background as a Nurse Manager, Regional Manager, and Director in the field of hemodialysis, peritoneal dialysis, acute dialysis and home training. In his dialysis-related work, Jon worked closely with Nephrologists, Surgeons, and Internal Medicine Physicians throughout Washington, Oregon, Idaho, Alaska, and Hawaii. He has also worked as a Nurse Manager in Wound Care and Anticoagulation Management in an outpatient hospital setting and as a Manager of Quality Assurance and Physician Credentialing. Jon also has extensive knowledge completing Claims Integrity Audits for insurance providers. Jon can provide nurse case management services in Washington, Oregon, Idaho, Alaska, and Hawaii.

Maricela has been a Nurse Case Manager since 2014 and is certified as a Washington Workers' Compensation Professional ("WWCP"). Maricela obtained her Nursing degree from Walla Walla Community College in Walla Walla, Washington. Maricela worked for several years providing direct care to patients, including working in a skilled nursing facility that focused on inpatient and outpatient rehabilitation. Before earning her Nursing degree, Maricela worked as a Med-Aid at an Alzheimer’s and dementia boarding home. Maricela can provide nurse case management services in Washington and Oregon, and she is fluent in Spanish.

Jennifer received her Bachelors of Science in Nursing degree from Pacific Lutheran University in 2000. Jennifer has been a Nurse Case Manager since 2012. Prior to case management, Jennifer worked for a family practice clinic, providing direct patient care and assisting the physician with minor surgeries. Jennifer’s work experience also includes working for a pharmacist where she gained knowledge of medications and assisted with vaccine clinics and health fairs in her local community. Jennifer’s experience as a Nurse Case Manager has included providing long-term health assessments to patients all over Washington State, as well as providing catastrophic nurse case management (“CAT case management”) services. CAT case management focuses on serious life threatening traumatic injuries, where Jennifer has worked closely with Emergency Physicians and Social Workers, and provided support to injured workers and their families. In her free time, Jennifer enjoys spending time with her family and traveling to warm destinations.
Brandon Ells, RN, BSN, MBA/HCM
Nurse Case Manager
With over a decade of experience as a Nurse Case Manager, Brandon Ells has expertly managed nearly 100 carrier accounts across the United States. Licensed as an RN in Washington, Oregon, and Idaho, Brandon specializes in Catastrophic Case Management. He earned his RN and BSN degrees from Eastern Washington University and Washington State University, followed by a Master’s Degree in Business with a focus on Health Care Management from Capella University. Before transitioning to case management, Brandon served as a Registered Nurse in the Occupational Health Department at the Hanford Vitrification Construction Nuclear Waste Clean-Up project. During his three years there, he was an emergency responder and gained extensive knowledge of the Hanford Site, including the Department of Energy locations. Beyond his professional accomplishments, Brandon enjoys quality time with his wife and son, working on his property, restoring vintage muscle cars, and installing custom marine stereos.

Teresa has over 20 years of experience as a Nurse in a number of health care settings, including medical/surgical and internal medicine practices, in-home care, and telehealth. In her prior roles, she has provided direct patient care, behavioral health services, and case management services. Teresa earned her Nursing degree at Portland Community College, and is licensed in Washington, Oregon, Alaska, Idaho, Montana, Minnesota, Nebraska, and Arkansas. In her role as a Case Manager, Teresa was responsible for communicating with patients, monitoring their medical status, identifying how to best implement treatment recommendations, and moving patients toward established outcome goals.

Before joining Bock Consulting, Alma worked for 7 years as a Medical Financial Counselor for a large healthcare system in the Tri-Cities. She has earned a Bachelor of Science Business Administration Degree in Healthcare Management. With her combined years of healthcare industry experience, Alma has the practical knowledge and background to work with injured workers, physicians, therapists, and other stakeholders, including self-insured companies, in pursuit of effective and sound medical resolutions related to claimed conditions. Alma is also fluent in Spanish.

Pattie has worked in healthcare for over two decades, during which she has gained experience related to general medicine, surgery, podiatry, and behavioral health. Pattie started her career in a clinical setting as a Medical Assistant and later moved into a Medical Administrative Assistant role. Pattie went on to complete her Associate degree in Health Information Management and Medical Coding, after which she went to work as a Medical Records Technician/Medical Coder at Fairfax Behavioral Health.
